REPUBLIC OF CONGO Unity * Work * Progress MINISTRY POSTS, TELECOMMUNICATIONS AND THE DIGITAL ECONOMY DIGITAL TRANSFORMATION ACCELERATION PROJECT (PATN) Loan Number: 9398-CG Funding: IBRD CALL FOR EXPRESSIONS OF INTEREST AMI No. 05/MPTEN/PATN-UCP/C/CI/2026 RELATING TO THE RECRUITMENT OF AN EXPERT CHIEF CYBERSECURITY OFFICER (CCSO) AS PART OF THE “DELIVERY UNIT” FOR THE IMPLEMENTATION OF THE STATE’S NATIONAL DIGITAL TRANSFORMATION ROADMAP 1. Context The Government of the Republic of Congo received a loan from the International Bank for Reconstruction and Development (IBRD) for the implementation of the “ Digital Transformation Acceleration Project (PATN) ”, and intends to use part of the amount of this loan to make payments under the contract: “Recruitment of an Expert “Chief Cybersecurity Officer (CCSO)” (Director of Cybersecurity)” as part of the “Delivery Unit” for the implementation of the National Roadmap for Digital Transformation of the State ". 2. Objectives : The consultant's mission will be to ensure that all digital transformation programs are designed and deployed using a "Security by Design" approach. It will notably support: the definition of the national cybersecurity strategy for government platforms; strengthening national incident detection and response capabilities; securing public digital infrastructures; the integration of cybersecurity into all Delivery Unit projects; strengthening the technical capacities of ADEN in coordination with ANSSI. The consultant is not intended to replace ANSSI. It supports the MPTEN to ensure that digital projects integrate cybersecurity requirements from their design. 3.
