Context The Government of the Republic of Congo received a loan from the International Bank for Reconstruction and Development (IBRD) for the implementation of the “ Digital Transformation Acceleration Project (PATN) ”, and intends to use part of the amount of this loan to make payments under the contract: “Recruitment of an Expert - “Head of Delivery Unit” as part of the “Delivery Unit” for the implementation of the State’s National Digital Transformation Roadmap ". 2. Objectives 2.1 General objective The general objective of the mission is to set up, structure and manage a Delivery function efficient to ensure predictable, controlled delivery consistent with the objectives of the Client's digital projects and products. 2.2 Specific objectives The mission aims in particular to: Assess the current maturity of the Delivery function and identify the main gaps, risks and areas for improvement; Implement an operational Delivery model adapted to the Client’s organization; Structure and manage the portfolio of digital projects and products; Establish common methods, processes, tools and standards for project management and delivery; Improve the predictability of project deadlines, costs, costs and results; Implement an effective system for managing risks, dependencies and incidents
