Context The Government of the Republic of Congo received a loan from the International Bank for Reconstruction and Development (IBRD) for the implementation of the “ Digital Transformation Acceleration Project (PATN) ”, and intends to use part of the amount of this loan to make payments under the contract: “Recruitment of an Expert “Director of Data and Artificial Intelligence” as part of the “Delivery Unit” for the implementation of the State’s National Digital Transformation Roadmap ". 2. Objectives Placed under the authority of the Chief of Staff and the Senior Delivery Manager, the consultant will be responsible for: Develop the national data governance strategy; Establish a national framework for sharing and using public data; Develop the first use cases of artificial intelligence for administration; Support ministries in improving the quality of their data; Sustainably strengthen ADEN’s capabilities in the fields of Data and AI. The objective is to make data a lever for public decision-making, modernization of administration and economic development.
