The Government of the Republic of Congo has received funding from the World Bank to cover the cost of the Digital Transformation Acceleration Project (PATN) and intends to allocate a portion of the proceeds to consultancy services. 2. The consulting services (“the Services”) include carrying out a survey on the use of mobile internet in the project intervention areas, in order to produce a reliable analysis of access, uses and user satisfaction, and to measure the impact of connectivity on the populations and beneficiary administrations. Using a mixed approach (quantitative and qualitative), the Consultant will be responsible in particular for developing the methodological note and the sampling strategy, designing the data collection tools, recruiting and training the investigators, carrying out a pilot survey, supervising the collection of data in the field, analyzing the data and producing the provisional and final reports accompanied by operational recommendations. The duration of the mission is four (4) months, from the start date of the services. The mission will take place in the Republic of Congo, in accordance with the terms of reference mentioned in this MAI.
