Context The Government of the Republic of Congo received a loan from the International Bank for Reconstruction and Development (IBRD) for the implementation of the “ Digital Transformation Acceleration Project (PATN) ”, and intends to use part of the amount of this credit to make payments under the contract: “Recruitment of an Expert “Chief Digital Infrastructure, Connectivity & Cloud Officer (CDICCO)” (Responsible for digital infrastructure, connectivity and cloud)” as part of the “Delivery Unit” for the implementation of the National Roadmap for Digital Transformation of the State ". 2. Objectives : Under the authority of the Chief of Staff and the Senior Delivery Manager, the consultant will be responsible for defining and implementing the national strategy relating to the State's digital infrastructures. Its mission will be in particular to: Optimize the use of existing infrastructure; Plan and coordinate the strengthening of the backbone, optical fiber and connectivity of administrations and public services, according to the real needs of users. Define a Government Cloud strategy; Support the operationalization of the National Data Center; Develop a catalog of shared digital services; Support administrations in migrating their systems to fashion infrastructures
