Context The Government of the Republic of Congo received a loan from the International Bank for Reconstruction and Development (IBRD) for the implementation of the “ Digital Transformation Acceleration Project (PATN) ”, and intends to use part of the amount of this loan to make payments under the contract: “Recruitment of an Expert - “Head of Portfolio Management Office (PMO) (Head of the Projects Office)” as part of the “Delivery Unit” for the implementation of the National Roadmap for Digital Transformation of the State ". 2. Objectives Under the authority of the Senior Delivery Manager, the consultant will be responsible for designing and operating the Portfolio Management Office (PMO) of the Delivery Unit. The PMO will notably ensure: consolidated management of the project portfolio; monitoring costs, deadlines, quality and risks; monitoring of decisions; executive reporting; the preparation of Project Committees and COPILs; the dissemination of project management standards within ADEN. The PMO constitutes the control center of the Delivery Unit. 3. Consultant Profile The mission will be entrusted to an “individual consultant” meeting the following characteristics: 1.
