Description & Project Overview
DFD has taken the initiative for several relevant insight works on the need for joint services in the state administration and their organisation, including a knowledge summary carried out by DFØ and two surveys carried out by DFD. The consultant must carry out a socio-economic analysis of which measures are considered to be the most economically profitable overall, and actively use and build on the insight work. The insight work to which it is not linked will be made available to the consultant who is awarded the contract. Proposals must be made for a prioritized list of 3-5 measures that should be worked on further in the state administration. In the analysis, the consultant must assess: 1.Whether existing joint services overlap in service scope and the possibility that joint services offered today can be made available to more businesses. Any expansion of existing joint services must be assessed according to suitability, cost and benefit as well as consideration of being able to deliver good quality, necessary flexibility and scaling potential. 2. The possibility of developing new joint services, especially with the aim of meeting the needs of small and medium-sized enterprises (less than 200 employees). Low-hanging fruit and gradual development should be prioritized over the establishment of large new organizations and new services. The consultant must assess whether and how existing joint services, for which there is a particular need, can be used more widely. A final report must be submitted by 3 March 2027. DFD plans for DFØ to carry out a survey that complements this assignment in the same period. We will therefore, in collaboration with DFØ and the consultant, carry out an appropriate delimitation of the investigation tasks. Estimated value for the acquisition is from NOK. 1 million excl.
