Contract Description
This assignment concerns the development and maintenance of a common ePlatform for Flemish neonatal screening for congenital disorders. This assignment is part of the field work for the detection of congenital disorders by the Flemish Government for which UZ Ghent and UZ Leuven have jointly applied in 2024. The field work was assigned to UZ Gent and UZ Leuven for the period 2026-2030. This ePlatform should therefore be seen as a joint project of both hospitals, but with the aim of setting up a sustainable IT register that is separate from, among other things, the choice of screening centers so that the continuity of data processing is guaranteed at all times. This choice also allows us to take the path of digitalization for the pre-analytical and post-analytical part and communication with the various actors in Flemish neonatal screening. An independent platform is envisaged, which, after development, should also be able to be used by future partners of the Flemish Government. The innovative character lies in the fact that this solution must be independent of the choice of the screening center and the devices used. This application must also be modular to the (future) needs of the screening centers and the Flemish Government. Because the data supplied also contains GDPR sensitive patient data, the solution must take into account the guidelines provided by the legal department and DPO of both university hospitals. There is currently no solution available on the market that can meet those specific needs. The ePlatform will consist of various modules, which will have to be developed in phases, starting with module 1. The further modules must be perfectly integrated into the workflow as implemented in module 1: Module 1 (basic solution): ePlatform intended to support field operations for the Flemish population
