INVITATION TO BID FORProcurement of Security Services for the University of the PhilippinesManila and Philippine General Hospital (FY 2027-2028)1) The University of the Philippines Manila, through the F101 and F184 4 intends to apply the sumof One Hundred Forty-Eight Million Eight Hundred Forty-Five Thousand Two HundredNineteen Pesos and 81/100 (PhP148,845,219.81) being the Approved Budget for the Contract(ABC) to payments under the contract for Procurement of Security Services for theUniversity of the Philippines Manila and Philippine General Hospital (FY2027-2028) Bidsreceived in excess of the ABC shall be automatically rejected at bid opening.2) The University of the Philippines Manila now invites bids for the Procurement of SecurityServices for the University of the Philippines Manila and Philippine General Hospital(FY2027-2028)5 The Contract Duration is from 01 February 2027 to 31 January 2028. Biddersshould have completed, at least Ten (10) years from the date of submission and receipt of bids,contracts similar to the Project. The description of an eligible bidder is contained in the BiddingDocuments, particularly, in Section II. Instructions to Bidders.3) Bidding will be conducted through competitive bidding procedures using a non-discretionary“pass/fail” criterion as specified in the IRR of RA No. 12009.4) Interested Bidders may obtain further information from University of the Philippines ProcurementOffice, BAC2 Secretariat and inspect the Bidding Documents at the address given below from7:00 am to 4:00 pm.5) A complete set of Bidding Documents may be acquired by interested Bidders on 04 November2026 from the address given below Procurement Management Office, BAC ConferenceRoom, 2nd Floor Joaquin Gonzales Compound, Padre Faura St., Ermita Manila uponpayment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issuedby the GPPB, in the amount of Fifty Thousand Pesos (Php50,000.00)[Note: For lot procurement, the maximum fee for the Bidding Documents for each lot shall bebased on its ABC, in accordance with the Guidelines issued by the GPPB; provided that the totalfees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in theGuidelines for the sum of the ABC of all lots.]It may also be downloaded free of charge from the website of the Philippine GovernmentElectronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided thatBidders shall pay the applicable fee for the Bidding Documents not later than the submission oftheir bids.6) The University of the Philippines Manila will hold a Pre-Bid Conference on 10 November 2026,1:30 pm at Procurement Management Office, BAC Conference Room, 2nd Floor JoaquinGonzales Compound, Padre Faura St., Ermita Manila which shall be open to prospectiveBidders.7) Bids must be duly received by the Bids and Awards Committee 2 (BAC2) Secretariat throughmanual submission at the office address indicated below on or before 24 November 2026 notlater than 1:00p.m at Procurement Management Office, 2nd Floor Joaquin GonzalesCompound, Padre Faura St., Ermita Manila Late bids shall not be accepted.8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amountstated in ITB Clause 16.1.9) Bid opening shall be on 24 November 2026, 1:30 pm at Procurement Management Office,BAC Conference, 2nd Floor Joaquin Gonzales Compound, Padre Faura St., Ermita ManilaBids will be opened in the presence of the Bidders’ representatives who choose to attend theactivity.10) The University of the Philippines Manila reserves the right to reject any and all bids, declare afailure of bidding, or not award the contract at any time prior to contract award in accordancewith Section 706 of R.A. No. 12009, without incurring any liability to the affected Bidder orBidders.
