The contractor will develop a catalog of key figures for district heating benchmarking, including definition and calculation rules, in particular with regard to prices, revenues, heat generation, primary energy used, network length, generation system, heat density, energy loss and scope of services to be provided to customers (e.g. full service). The key figures must be continually developed in line with technical and legal developments. The contractor provides a suitable platform for data collection and, upon request, assists the participating district heating supply companies in collecting and transmitting key figures. The key figures provided by the participating district heating companies for each supply area must be prepared and validated by the contractor. From the key figures provided, the contractor forms comparison groups for the supply areas, in particular according to network length, primary energy, generation system and age of the networks. When determining the key figures, the contractor takes into account future developments in the expansion of the district heating networks. Based on the annual key figure comparison, the contractor creates - individualized reports for the participating district heating companies, - annual benchmarking reports for the client and - an additional benchmarking report for the state antitrust authority. The specific content and scope of the services to be provided as well as the requirements and framework conditions for the provision of services can be found in the tender documents, in particular the service description and the draft contract.
