CONTEXT AND OBJECTIVE OF THE MISSION The Government of the Central African Republic, with financial support from the World Bank through the HISWACA-SOP2 project, intends to strengthen the quality and compliance of public finance statistics (PFS) with international standards. To this end, ICASEES wishes to recruit a national consultant responsible for carrying out an inventory of the existing normative and operational framework, identifying deviations from applicable standards and proposing a modernization action plan. 2. MAIN TASKS Identify and analyze legislative, regulatory and reference documents relating to public finance statistics; Assess the alignment of national practices, particularly the TOFE, with the IMF Public Finance Statistics Manual (GFSM 2014) and applicable regional guidelines; Map the institutions and services involved in the production of SFPs and analyze the mechanisms for coordination and circulation of information; Identify gaps, constraints and production difficulties, then formulate operational recommendations accompanied by a worksheet
