The central contracting authority implements a dynamic purchasing system (hereinafter referred to as "DNS") for the purpose of awarding public contracts in a centralized procurement procedure for itself and other contracting authorities (hereinafter collectively as "Authorizing contracting authorities") pursuant to § 9 paragraph 1 letter b) ZZVZ The list of authorizing contracting authorities is given in paragraph 1.1 of the procurement documentation. The central contracting authority points out that during the duration of the DNS, the range of Authorizing Contracting Officers listed in this procurement documentation may be expanded to include additional Authorizing Contracting Officers in the sense of § 9, paragraph 3 of the Act - Any entity of public law can become an authorizing contracting authority
