The Municipality of Malilipot, through the 20% EDF–CY 2026, intends to apply the sum of Four Million Six Hundred Ninety-Eight Thousand Ninety-Seven Pesos (₱4,698,097.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Rehabilitation of Water System at Poblacion Barangays at Barangays I, II & V-Poblacion, Malilipot, Albay, under Project Identification No. PB-INFR-2026-10-006. Bids received in excess of the ABC shall be automatically rejected at bid opening.2. The Municipality of Malilipot now invites bids for the rehabilitation of the water system at Barangays I, II & V-Poblacion, Malilipot, Albay. The scope of works includes:PART A: GENERAL REQUIREMENTSa. Project Billboard/Signboard – 1.00 eachb. Occupational Safety and Health Program – 1.00 L.S.c. Traffic Management – 1.60 monthsd. Mobilization/Demobilization – 1.00 L.S.PART B: EARTHWORKSa. Removal of Actual Structures/Obstruction (PCCP) – 280.00 square metersb. Pipeline Trench Excavation – 161.60 cubic metersc. Fill and Backfill – 158.21 cubic metersPART C: WATER PIPELINE WORKSa. Installation of Pipeline (Polyethylene (PE) Plastic Pipe) – 1.00 L.S.b. Installation of Valves – 1.00 L.S.PART D: MISCELLANEOUS STRUCTURESa. Aggregate Subbase Course – 40.40 cubic metersb. Portland Cement Concrete Pavement (0.23 m thick) – 404.00 square metersCompletion of the Works is required within Seventy-Two (72) Calendar Days from the commencement date indicated in the Notice to Proceed. Bidders should have completed, within the period prescribed in the Bidding Documents from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II, Instructions to Bidders (ITB).3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 12009, otherwise known as the “New Government Procurement Act (NGPA).”Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.4. Interested bidders may obtain further information from the Municipality of Malilipot, through the BAC Secretariat, and inspect the Bidding Documents at the BAC Office, 2nd Floor, Municipal Hall Building, Malilipot, Albay, from 8:00 AM to 5:00 PM, Monday to Friday, except holidays.5. A complete set of Bidding Documents may be acquired by interested bidders from the date of posting of this Invitation to Bid until November 23, 2026, at 8:00 AM, at the BAC Office, 2nd Floor, Municipal Hall Building, Malilipot, Albay, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (₱5,000.00).It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.6. The Municipality of Malilipot will hold a Pre-Bid Conference on November 9, 2026, at 1:00 PM, at the BAC Office, 2nd Floor, Municipal Hall Building, Malilipot, Albay, which shall be open to prospective bidders.7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the BAC Office, 2nd Floor, Municipal Hall Building, Malilipot, Albay, on or before November 23, 2026, at 8:00 AM. Late bids shall not be accepted.8. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.9. Bid opening shall be on November 23, 2026, at 8:30 AM, at the BAC Office, 2nd Floor, Municipal Hall Building, Malilipot, Albay. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.10. The Municipality of Malilipot reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
