Bidding and award of contract shall be made on a per lot basis. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. 5. Interested bidders may obtain further information from MUNICIPALITY OF STA. ELENA, CAMARINES NORTE and inspect the Bidding Documents at the address given below during MONDAY TO FRIDAY 8:00 AM TO 5:00 PM AT THE OFFICE OF THE BAC SECRETARIAT.7. Interested bidders may obtain the Bid Documents starting on November 3, 2026, until the date of bid opening and upon payment of a non-refundable bid fee in the amount stated above for the particular project.
