In 2006, the AKDB was commissioned to operate the financial software OK.FIS for the city of Hürth via the municipal data center kdvz. The software has been in use since then and uses various existing databases. As of 2026, it can be determined that the OK.FIS software no longer meets the current legal requirements as well as the current technical and digital challenges. The Stad Hürth therefore intends to switch to the current financial software OK.FINN between 2026 and 2030, taking into account the human and technical resources available in the administration. The changeover should take place continuously by replacing and reinstalling individual modules from OK.FINN, while the other modules from OK.FIS remain in operation and a fully functional financial system is therefore continuously available. The following modules are affected in detail: 1. Decentralized approach recording 2. Management 3. Assessment (dog tax, trade tax, entertainment tax) 4. Payment processing 5. Asset accounting 6. Cost and performance accounting In addition, the AKDB will accompany the project as part of project management. On the one hand, this support is absolutely necessary in order to be able to ensure at any time when replacing the individual modules that access to the necessary databases from all modules is guaranteed - especially in view of the fact that, as part of the conversion from OK.FIS to OK.FINN, a complete transfer of data hosting to the AKDB data center is also planned in order to create further synergy effects in the support of the financial process. In addition, project management support also includes the necessary training for users, the transition of interfaces and any necessary software adjustments (consulting and customizing) as well as software testing. After completing the switch to the OK.FINN financial software, AKDB will also take over annual system support and remain responsible for data hosting.
