Appointment of a certifier for the establishment of PEB certificates for the rental assets of municipal properties

The municipal real estate portfolio currently includes 365 housing units, intended for rental. Among these, around 300 housing units do not or no longer have a valid building energy performance certificate (PEB). The completion of this market therefore aims to establish or renew PEB certificates for the housing concerned, in accordance with the regulations applicable in the Brussels-Capital Region. The availability of PEB certificates valid for the entire municipal rental stock constitutes an important issue, both from the point of view of the administrative and rental management of housing and that of their energy performance. On the one hand, PEB certificates constitute a necessary element for the determination and application of the rules relating to the indexation of rents, in accordance with the provisions in force in the Brussels-Capital Region. On the other hand, the PEB certificates will provide an objective and homogeneous vision of the energy performance of the municipal housing stock. The results of the PEB certificates could thus serve as a basis for developing a multi-year program for renovation and energy improvement work on municipal assets. This market is therefore part of a dual approach: ensuring administrative and regulatory compliance of the municipal housing stock by having valid EPB certificates; improve the knowledge and energy performance of municipal assets, by having information enabling future investments and energy renovation work to be targeted and prioritized.
