The purpose of the assignment is to develop a research-based framework for the operationalization and measurement of the police's effectiveness within the service area of ​​police preparedness. The framework shall identify and describe key dimensions of the ability to work, as well as develop indicators that can be used to measure these in a systematic way. Furthermore, the assignment must identify relevant variables and data sources that can provide a basis for measuring the effort, and assess their suitability with regard to reliability, validity, data quality and practical applicability. The research assignment will contribute to a common and knowledge-based understanding of what characterizes the police's ability to respond in the emergency area, and how this can be measured and monitored over time. The aim is to establish a professional basis that can be used for management, management, analysis, evaluation, prioritization and further development of the police's preparedness at a local tactical level. It is also a goal that the research should contribute to increased knowledge about which factors affect the ability to work, and give recommendations on how the ability to work can be measured in a way that is both professionally robust and practically relevant for the police.
