Reference number (according to the Acquisition Plan): 1-C4-INDIV-BR-07 Case No. 2026-N2SW7 Object: Hiring an Individual Socio-Environmental Specialist Consultant to technically advise the UGP and the UIPs. Date: 10/16/2026 1. The State of Espírito Santo, through the STATE SECRETARIAT OF SCIENCE, TECHNOLOGY, INNOVATION AND PROFESSIONAL EDUCATION - SECTI, received financing from the World Bank for the cost of the Support Program for Strengthening Public Management – ES MAIS INTELIGENTE and intends to apply part of the resources to contract Individual Consulting services (Individuals). 2. The consultancy services ("the Services") aim to: (i) provide technical support to the Program Management Unit (UGP) and the Program Implementation Units (UIPs) in the execution of the environmental and social actions of the Espírito Santo Mais Inteligente Program; (ii) support teams in identifying, preventing, monitoring and treating environmental and social risks and impacts; (iii) strengthen relationships with communities and other interested parties and provide technical guidance on the World Bank's socio-environmental requirements; (iv) monitor the implementation of socio-environmental management instruments and the preparation of analyses, opinions, reports and indicators that support the UGP's decision-making; (v) contribute to meeting the commitments assumed by the State of Espírito Santo before the World Bank, in accordance with the Environmental and Social Framework (ESF), the Environmental and Social Commitment Plan (PCAS) and other instruments
