Description & Project Overview
The competition concerns agreements on the obligation to deliver newspapers by subscription to places without other newspaper distribution, in accordance with the Act on postal services of 4 September 2015 no. 91 (the "Postal Act") §§ 6 and 7, second paragraph, cf. regulations on mail of 18 September 2015 no. 1063 (the "Postal Regulations") § 19. The service is characterized as a service of general economic importance. The purchase is carried out in line with the EEA Agreement's rules on public support and the so-called Altmark criteria. The Ministry of Transport and Communications ("Client") must procure newspaper distribution on three regular days of the week (Tuesdays, Thursdays and Fridays). Such services must be provided in the geographical area specified in the Requirements Specifications in Annexes 1.3 and 2.3 - Point 3 ("The Geographical Area"). The Geographical Area is divided into two delivery areas, delivery area B which constitutes sub-contract 1 and delivery area C which constitutes sub-contract 2. Annex A constitutes the overall coverage area for sub-contracts 1 and 2. Thus, the Client will enter into two agreements in total. The supplier can submit offers for partial contracts in both delivery areas, but there must be separate offers, cf. point 1.4 of the tender documents.
