Republic of the philippines province of laguna municipality of luisiana invitation to bid purchase of rice for rice distribution program under office of the municipal social welfare and development solicitation no.: 2026-lguluisiana-15 1. the municipal government of luisiana, laguna, through the approved funding source, intends to apply the sum of five million pesos (php 5,000,000.00) being the approved budget for the contract (abc) to payments under the contract for the purchase of rice for rice distribution program under office of the municipal social welfare and development. bids received in excess of the abc shall be rejected. 2. the municipal government of luisiana, laguna now invites bids for the purchase of rice for rice distribution program under office of the municipal social welfare and development. the delivery schedule, technical specifications, and other requirements are provided in the bidding documents. bidders should have completed a contract similar to the project, subject to the requirements prescribed in the bidding documents. the description of an eligible bidder is contained in the bidding documents, particularly the instructions to bidders. 3. bidding will be conducted through open competitive bidding in accordance with republic act no. 12009, otherwise known as the new government procurement act (ngpa), and its implementing rules and regulations (irr). 4. interested bidders may obtain further information from the municipal government of luisiana, laguna and inspect the bidding documents during office hours, from 8:00 a.m. to 5:00 p.m., at the address indicated below. a. a complete set of bidding documents may be acquired by interested bidders from october 5, 2026 until october 26, 2026, upon payment of a non-refundable fee of five thousand pesos (php 5,000.00), in accordance with the applicable provisions of the ngpa irr and relevant gppb issuances. b. interested bidders shall comply with the requirements for the purchase of bidding documents as provided in the applicable procurement rules and regulations. 5. the pre-bid conference shall be held on october 12, 2026, at 1:00 p.m., at the conference room, 2nd floor, municipal building, luisiana, laguna. 6. bids must be duly received by the bac through manual submission at the address indicated below on or before october 26, 2026, at 1:00 p.m. late bids shall not be accepted. 7. bid opening shall be on october 26, 2026, at 1:00 p.m., at the conference room, 2nd floor, municipal building, luisiana, laguna. bids will be opened in the presence of the bidders' representatives who choose to attend. 8. the municipal government of luisiana, laguna reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract in accordance with republic act no. 12009 and its implementing rules and regulations, without thereby incurring any liability to the affected bidder or bidders. 9. for further information, please contact: edward b. romulo bac secretariat municipality of luisiana mabini cor. rizal street, luisiana, laguna 4032 telephone no.: (049) 523-4846 local 114 e-mail: baclgu.luisiana@gmail.com approved by: engr. carmelo sonny a. venzuela bac chairperson
