Description & Project Overview
Announcement of Contract Consolidation Strategy for Systems Engineering and Technical Assistance (SETA) and Fielding Support Agency: Department of Defense (DoD) / Department of the Army Program Office: CPE C2IN, multiple PMs Anticipated NAICS Code(s): 541330 (Engineering Services), 541611 (Administrative Management and General Management Consulting Services), 541990 (All Other Professional, Scientific, and Technical Services) 1. Purpose and Intent The purpose of this Special Notice is to notify industry partners of an upcoming acquisition strategy realignment within the Command, Control, and Information Network (CPE C2IN) portfolio. To optimize mission delivery, eliminate functional redundancies, and drive operational efficiencies across all subordinate Project and Product Management offices, CPE C2IN is initiating a phased consolidation of portions of more than twenty (20) disparate legacy SETA and fielding contracts. These support requirements will be structured into three (3) distinct, enterprise-level contract vehicles: Business/Operations/Administrative Support Fielding, Property, Field Support, and Training Product Support This announcement is intended for planning purposes and early industry engagement. It does not constitute a Request for Proposals (RFP) or an invitation for bid. 2. Operational Background & Strategic Rationale Modern Command and Control (C2) modernization requires interoperability, agility, and synchronicity across multi-domain operational environments. Historically, individual program offices under CPE C2IN maintained dedicated, standalone SETA and service contracts. While effective for localized program execution, this decentralized model created operational silos and administrative friction. Modern C2 operations depend on a deeply integrated, layered architecture comprising: Infrastructure Layer: Physical and virtual compute, tactical hardware, command post shelters, platform integration, and power systems. Transport Layer: Line-of-sight, satellite, and tactical network transport capabilities ensuring high-throughput, survivable communications. Applications Layer: Common operating environment tools, mission command warfighting applications, and tactical service microservices. Data Layer: Unified data fabrics, tactical data management, ingestion, analytics, and security services. To ensure seamless support across this layered C2 architecture , cross-functional lifecycle support must transcend individual product boundaries. Consolidating baseline operational support functions ensures standardized practices, centralized oversight, improved resource allocation, and cohesive operational agility across all architecture layers. 3. Consolidated Support Portfolios (The Three Pillars) The scope of the transition involves migrating relevant portions of existing contracts into three core functional areas: Pillar I: Business/Operations/Administrative Support Scope: Human Resources (HR), Administration, Operations (Ops), Public Affairs Office (PAO), Business Management, Information Management, and related assistance Objective: Standardize administrative standard operating procedures (SOPs) and streamline business management operations across the organizational enterprise. Pillar II: Fielding, Property, Field Support, and Training Scope: provide an integrated Total Package fielding vehicle to plan, coordinate, execute, and sustain large-scale fielding of tactical command-and-control (C2) capabilities across geographically dispersed Army formations. CPE C2IN combined capabilities span the layered C2 architecture -infrastructure, transport, applications, and data which encompasses fielding management, technical and systems integration, vehicle installation, operator and maintainer training, field support engineering, logistics, transportation, inventory and property accountability, data and configuration management, and program-level execution. These organizations synchronize the delivery, integration, installation, configuration, testing, and acceptance of the infrastructure layer, transport layer, application layer, and data layer, ensuring the layers operate as an integrated capability rather than independent components. This includes coordinating hardware and software baselines, network connectivity, application hosting, data services, and system interfaces from the tactical edge through higher-echelon command nodes. Objective: Establish a unified, synchronized fielding pipeline that aligns deployment schedules across all C2 architectural layers, avoiding disparate fielding schedules and training redundancies across combat units. Pillar III: Product Support Scope: Life-cycle sustainment planning, technical manual development, Diminishing Manufacturing Sources and Material Shortages (DMSMS) management, provisioning, supply chain tracking, reliability/availability/maintainability (RAM) metrics, and Integrated Product Support (IPS) element execution. Objective: Maintain long-term system readiness, optimize sustainment expenditures, and unify product lifecycle management across the enterprise. 4. Implementation Strategy: Phased Rollout and PM Engineering Autonomy CPE C2IN is committed to mission continuity and recognizes the importance of specialized domain expertise. To mitigate operational risk, this transition adheres to two fundamental principles: Gradual, Multi-Year Consolidation: The consolidation will occur iteratively as existing legacy contracts approach option expirations or natural ordering period end dates. Work packages will transfer selectively, ensuring zero disruption to active fielding schedules, deployments, and high-priority mission command deliverables. Retention of Specialized Technical & Engineering SETA: Project and Product Managers (PMs) will retain the authority to maintain separate, focused SETA contracts dedicated strictly to specialized technical and engineering requirements.
