Republic of the philippines province of davao oriental city of mati bids & awards committee invitation to bid supply, delivery and installation of various ict materials and equipment for the repair and maintenance of province-wide early warning system source of fund: omoe [5-02-99-990] 1. the provincial government of davao oriental through the bids and awards committee (bac) intends to apply the sum of three million five hundred fifty-seven thousand six hundred eleven pesos and eighty-one centavos pesos (3,557,611.81) being the approved budget for contract (abc) payments under the contract for the supply, delivery and installation of various ict materials and equipment for the repair and maintenance of province-wide early warning system. bids received in excess of the abc shall be automatically rejected at bid opening. 2. the provincial government of davao oriental now invites bids for the supply, delivery and installation of various ict materials and equipment for the repair and maintenance of province-wide early warning system. delivery of the goods is within 60 calendar days. bidders should have completed, within 2 years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly in section ii- instruction to bidders. 3. bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the implementing rules and regulations (irr) of republic act 12009 (r.a. 12009), otherwise known as the “new government procurement reform act”. 4. interested bidders may obtain further information from bac secretariat and inspect the bidding documents at the address given below during office hours. 5. a complete set of bidding documents may be purchased by interested bidders on october 7 - 26, 2026 from the address below and upon payment of a non-refundable fee for the bidding documents in the amount of five thousand pesos (php5,000.00). 6. the provincial government of davao oriental thru its bac will hold a pre-bid conference on october 15, 2026 at 2:00pm at the bids and awards committee (bac) conference room, provincial capitol mansion, capitol hill, city of mati, davao oriental. 7. bids must be delivered to the address below on or before october 27, 2026 - 2:00pm. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in itb clause 18. form of bid security - cash or cashier’s/manager’s check issued by a universal or commercial bank (2% of abc) minimum amount - php71,152.24 form of bid security - bank draft/guarantee or irrevocable letter of credit issued by a universal or commercial bank. provided, however, that it shall be confirmed or authenticated by a universal or commercial bank, if issued by a foreign bank ( 5% of abc) minimum amount - php177,880.59 form of bid security - surety bond callable upon demand issued by a surety or insurance company duly certified by the insurance commission as authorized to issue such security (5% of abc) minimum amount - php177,880.59 form of bid security - bid securing declaration 8. bid opening shall be on october 27, 2026 - 2:00pm at the bac conference room, capitol hill, city of mati. bids will be opened in t
