Invitation to bid for supply, delivery, and installation of computer laboratory facilities for emerging technologies 1)the north eastern mindanao state university, through the special trust fund, f.y. 2026[ ibid.] intends to apply the sum of seven million three hundred fifty-five pesos only (php7,355,000.00), lot a – ict equipment - php7,131,000.00 lot b – office equipment - php224,000.00 and supply, delivery, and installation of computer laboratory facilities for emerging technologies /2026-18 being the approved budget for the contract (abc) to payments under the contract for each lot/item. bids received in excess of the abc for each lot shall be automatically rejected at bid opening. 2)the north eastern mindanao state university now invites bids for supply, delivery, and installation computer laboratory facilities for emerging technologies /2026-18[ a brief description of the type(s) of goods should be provided, including quantities, location of project, and other information necessary to enable potential bidders to decide whether or not to respond to the invitation.]using the competitive procurement mode. delivery of the goods is required 30 calendar days. bidders should have completed, at least 5 years from the date of submission and receipt of bids, contracts similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3)bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the irr of ra no. 12009. i)bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4)interested bidders may obtain further information from north eastern mindanao state university and inspect the bidding documents at the address given below from 8:00am to 5:00pm philippine standard time, monday to friday. 5)a complete set of bidding documents may be acquired by interested bidders on october 7, 2026 from the address given below upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of: i.ten thousand pesos only (php15,000.00) for lot a – ict equipment; and ii.five hundred pesos only (php500.00). for lot b – office equipment. the applicable fee for the bidding documents shall be non-refundable in cases where the failure of bidding is attributable to the bidder, including the submission of a non-responsive bid. however, the applicable fee shall be refundable when the procuring entity exercises the reservation clause under republic act no. 12009 and the applicable rules and regulations, resulting in the rejection of all bids or the non-award of the contract, subject to applicable gppb rules and guidelines. north eastern mindanao state university -main campus, rosario, tandag city, surigao del sur, 8300.
