The development of the technical project, technical assistance from the designer and the execution of all the works identified in the Feasibility Study and related annexes and includes: PHASE I: DESIGN SERVICES AND TECHNICAL ASSISTANCE FROM THE DESIGNER: development of the technical project according to HG no. 907 of November 29, 2016 regarding the development stages and the framework content of the technical-economic documentation related to the investment objectives/projects financed from public funds, as well as the technical assistance from the designer during the execution of the works in accordance with the technical project developed and verified by certified technical verifiers. The activities that must be carried out by the Contractor under the Contract resulting from this procedure, in phase I, are the following: • Development of the Technical Project of execution and Details of execution: o Development of the Technical Project of execution according to Annex 10 of HGR no. 907/2016 o Preparation of pre-measurements, specific instructions and the Program of control of the execution on determining phases, for each activity of the technical project. o Supporting the technical project in front of the project verifier/verifiers o Adjusting, completing and/or modifying the Technical Execution Project and execution details as a result of the recommendations of the verifier/verifiers indicated by the Contracting Authority • Technical assistance during the execution of the works: o Participation in site handover; o Participation in the control phases provided for in the Work Quality Control Plan; o Issuing technical solutions, clarifications or clarifications related to the application of the Technical Project in accordance with the situation on the ground; o Follow-up on the construction site; o Issuing construction site regulations; o Current checks and controls that are performed when traveling to the construction site; o Elaboration of modifying plans due to the situation in the field; o Traveling to the construction site whenever this is justified; o Participating in partial acceptances, acceptances at the end of the works, final acceptances, at the commissioning of each work included in the project and developing the point of view on the way of carrying out the works and issuing instructions for the follow-up and behavior of the construction in time; o Participation in progress meetings; o Preparation of the designers presentation report on how the work was executed, at the reception upon completion of the work; o Any other activity that is provided for in the legislation in force regarding technical assistance from the designer and was not specified in the documentation. o Updates the General Budget whenever necessary o Preparation of documentation for obtaining the approvals and agreements necessary for the operation of the objective (as the case may be, the Ministry of the Interior through the Traffic Police, etc.) o Participation in the reception of the works (on completion and final) o Participation in the elaboration of the Technical Book of the construction • Preparation of periodic reports: All activities must be carried out in compliance with the legislation and all technical regulations in force, applicable to the specifics of the investment objective, as follows: - H.G.R. no. 907/2016 regarding the elaboration stages and framework content of the technical-economic documentation related to the investment objectives/projects financed from public funds; - Law No. 10/1995, regarding quality in construction, with subsequent amendments and additions: - Law No. 50/1991 regarding the authorization of the execution of construction works, republished, with subsequent amendments and additions; - The financing guide, the regulations for accessing non-reimbursable funds, the National Recovery and Resilience Plan, Pillar V: Health and institutional resilience, Component: 12 – Health, REFORM R3. Capacity development for the management of health services and the management of human resources in health CALL CODE: MS-R031 for construction of centers.
