Contract Description

Sale and processing of peat Sale and processing of peat
The subject of the procurement is the sale and reception, transport, processing, analysis, intermediate storage, utilisation, and final disposal services for ashes generated from combustion and flue gas cleaning at Turun Seudun Energiantuotanto Oys (TSE) Naantali Power Plant NA4 unit and the Oriketo Bio-heat Plant. TSE produces energy primarily by burning biomass fuels and, at the NA4 unit, also recovered fuel (SRF), and as support fuel, peat and coal when necessary, in accordance with the environmental permits granted to the plants. The NA4 unit produces combined heat and power (CHP), while Oriketo produces heat. Combustion at the NA4 unit is based on Circulating Fluidized Bed (CFB) technology and at Oriketo on Bubbling Fluidized Bed (BFB) technology. The need for the service varies according to the plants operating conditions and fuel use. The service is timed mainly for the heating season from September to May, with emphasis on the winter months. During the summer months, the need for the Service depends on the operating situation of the Oriketo Bio-heat Plant while the Naantali Power Plant is in summer shutdown. Annually, production generates a total of approximately 20,000 tonnes of ash, divided into four different ash qualities as follows: - NA4 bottom ash 7,000 t/a - NA4 fly ash 11,500 t/a - ORK bottom ash 700 t/a - ORK fly ash 800 t/a The stated ash fraction quantities are estimates of the annual ash volumes generated, and the Contracting Authority is not bound by them. The composition of the ashes may vary during the contract period due to variations in the materials burned. Analysis results for the ashes from 2024–2025 are presented in the Appendix to the Request for Quotation. The Contracting Authority is not responsible for the consistent quality of the ash. The Tenderer may, at its own expense, take its own samples of the generated ashes during the tendering period. In the service to be procured, TSE sells the current ash fractions of the plants covered by the service to the Service Provider for a gate fee, with the handover point being the plants ash silos and/or ash bins. Responsibility for the ash, including responsibility for transport and the associated risk of damage, as well as ownership of the ash, transfers to the Provider when the loading of the ash onto the transport equipment begins at the plant and the ash is handed over to the Provider. The Provider is entirely responsible for transporting the ash from the plants to the processing area(s), intermediate storage of the ash, necessary analysis and further processing, and the delivery of ash fractions to various utilisation purposes such as the concrete industry, stabilisation, MARA sites, etc., with the aim of utilising the ash as well as possible and as economically as possible instead of landfill disposal. The Provider is also responsible for the final disposal of ash at TSEs owned Härkäsuo Ash Processing Area or at a hazardous waste landfill in accordance with the requirements of EU directives and national legislation. TSE offers its owned Härkäsuo Ash Processing Area to the Provider for use without charge. The Provider must comply with permit and authority regulations when operating in the area, as well as any other instructions possibly issued by TSE. The Provider is responsible for the operation of Härkäsuo, and the Providers tasks required for this are described in the Appendix to the Request for Quotation. The service to be procured may also include the disposal of other by-products or fractions, such as slag potentially generated from boiler cleaning during shutdowns or fly ash from emptying electrostatic precipitators, at the Härkäsuo Ash Processing Area. The tasks belonging to the Provider included in the service to be procured are as follows: - Loading, weighing, and transport of fly ash and bottom ash at the plants premises from the plants ash silos to the ash processing area or directly to utilisation sites - Intermediate storage of ashes at TSEs owned Härkäsuo Ash Processing Area or at the Providers processing area - Maintenance of the Härkäsuo Ash Processing Area in accordance with authority regulations - Necessary analysis of ashes for MARA or permit obligationsAccordingly - Personnel required in the processing area and required machinery and equipment - Machinery and equipment investments potentially required for the processing area - Possible refining of ashes in the processing area, e.g. by grinding, mixing or adding additives - Sale of ashes from the processing area to users and performance of quality analyses required for sale or use - Transport of ashes from the processing area to users - Final disposal of ashes at TSEs own Härkäsuo ash processing area or at a hazardous waste landfill in accordance with the requirements of EU directives and national legislation - Waste tax for ashes finally disposed of elsewhere than at TSEs own processing area - Monthly reporting to TSE (information required for authority reporting, tonnes driven to intermediate storage, tonnes driven from intermediate storage for recovery or disposal, and tonnes delivered directly from the plant for recovery) in accordance with TSEs instructions - Keeping TSE informed of the amount of ash subject to waste tax The content of the procurement is described in more detail in the procurement documents attached to the request for tenders, which the tenderer must take into account when preparing the tender. The planned fixed-term contract period of the procurement is 1.12.2026 - 30.11.2028, after which the contract continues in force indefinitely unless terminated in accordance with the procurement contract.
