Evaluation is a process based on the thorough collection of primary and secondary data and their professional evaluation with the aim of obtaining reliable data for strategic management and implementation management. Therefore, evaluation means the processing of information obtained within and outside of monitoring, the interpretation of information and the formulation of conclusions and recommendations to improve the implementation of the operational program and the Partnership Agreement. Evaluation thus contributes to economy in the management of public funds. In the case of evaluations in the area of ​​EU funds, the setting of strategies, policies, programs and projects, their intervention logic, implementation and effects are evaluated. The subject of the performance of this public contract is, in general terms, services leading to the fulfillment of evaluation obligations in accordance with the Evaluation Plan of OP TAK for the program period 2021-2027. It will therefore involve the implementation of evaluation, analytical and related works in accordance with the EP OP TAK and their updating, implementation or ad hoc evaluation, analytical and related work (evaluation). The basic principles and rules for the implementation of evaluations in the area of ​​EU funds in the program period 2021-2027 are already given - at the most general level for all member states by a general regulation and, in more detail, the instructions of the European Commission (so-called guidance). The implementation of these principles in the environment of the Czech Republic and in the behavior of the governing bodies of the programs was carried out through the binding Methodological Instruction of the MMR-NOK for indicators, evaluations and publicity in the program period 2021-2027 (MP Evaluation). In accordance with MP Evaluation, evaluations must be carried out both at the level of the Partnership Agreement and at the level of operational programs. Other documents on the basis of which evaluations linked to OP TAK are planned and implemented include OP TAK Manual and Evaluator's Guide – Collection of evaluation tips and recommendations. The reason for conducting the procurement procedure is the obligation to implement evaluation activities in accordance with Article No. 44 of Regulation (EU) No. 2021/1060 of the European Parliament and of the Council of June 24, 2021 (the so-called general regulation). These activities are a necessary condition for the proper management of OP TAK. In accordance with Article 44, the implementation must be ensured through experts who are functionally independent of the governing bodies (which can be ensured, among other things, by external means). As part of this public contract, the supplier submits its request to participate in the DNS (for details, see Article 10). The subject of performance of specific partial public contracts awarded in the DNS will always be specified in the call for tenders in the sense of § 141
