Context The Government of the Republic of Congo received a loan from the International Bank for Reconstruction and Development (IBRD) for the implementation of the “ Digital Transformation Acceleration Project (PATN) ”, and intends to use part of the amount of this loan to make payments under the contract: “Recruitment of the “Chief Government Architect Expert” as part of the “Delivery Unit” for the implementation of the National Roadmap for Digital Transformation of the State ". 2.Objectives The Consultant will be responsible for designing and managing the target architecture of the State platform in order to guarantee that all digital services developed by administrations are based on a common base, interoperable, secure and compliant with international standards. It will notably support the deployment of digital identity, the national interoperability platform, the citizen portal, the national payment switch and other building blocks of Digital Public Infrastructures. 3. Consultant Profile The mission will be entrusted to an “individual consultant” meeting the following characteristics: 1. Required Qualifications The candidate must hold a Master's degree (Bac+5 minimum) in computer science, engineering, information systems architecture or in an equivalent field. The following certifications will be an advantage: TOGAF; ArchiMate; Zachman; AWS, Azure or Google Cloud; Kubernetes; ITI
