Contract Description

Awarding of the object planning for outdoor facilities in accordance with §§ 38 ff. HOAI, LPH 1-9 and the object planning for traffic facilities in accordance with §§ 45 ff. HOAI, LPH 1-9 for the redesign of the library environment in Schorndorf Awarding of the object planning for outdoor facilities in accordance with §§ 38 ff. HOAI, LPH 1-9 and the object planning for traffic facilities in accordance with §§ 45 ff. HOAI, LPH 1-9 for the redesign of the library environment in Schorndorf
The town of Schorndorf with around 41,400 inhabitants (as of November 2023) is located in the Rems-Murr district in Baden-Württemberg. Schorndorf is very popular as a place to live and work and is idyllically embedded in the Rems Valley. The well-preserved old town with medieval half-timbered buildings forms the center of the core town. There are numerous service, retail and community needs offerings in the core city. In order to maintain the educational and leisure offerings at a high level and to present them in an attractive environment, the city of Schorndorf has been working on building a new library since November 2016. In the future, the new library will be located between Archivstrasse and Spitalhof. The former dairy of the Schorndorfer Hospital will be renovated and converted for library use and supplemented by an extension to the south. Following the competitive process, the new library is currently under construction. The construction project is scheduled to be completed at the end of 2026/beginning of 2027 and will provide a high-quality environment as a new urban building block in the future. The overarching goal of the competition process is to strengthen the southwestern old town and create a high quality of stay. The redesign of the hospital courtyard is intended to create an adequate and attractive environment for the new library. At the same time, there is the possibility of functionally reorganizing Archivstraße and Johann-Philipp-Palm-Straße. An ecological and climate-adapted upgrade of all public spaces should take place. In order to obtain planning concepts for the redesign of the library environment, the city of Schorndorf held a restricted implementation competition according to RPW 2013 between July 2025 and February 2026. This competition resulted in three prize winners who are to be invited to contract negotiations in accordance with VgV in accordance with the competition announcement dated September 22, 2025, point A 19. The detailed description of the project can be found in Part B of the competition announcement of September 22nd, 2025 together with the appendices (Part C of the announcement) as well as in the response to queries of October 17th, 2025 and is the subject of this VgV negotiation procedure. The subject of the implementation competition was the preliminary planning of the public open spaces and streets in the areas: - Spitalhof and Beim Brünnele, - Archivstraße, - Johann-Philipp-Palm-Straße, > a total of around 6,214 m2.
