Establishment of Municipal Public Library

1) The Municipal Government of San Francisco, through the authorized appropriations under FY 2026 Gender and Development (GAD) Fund intends to apply the sum of Two Million Five Hundred Thousand Pesos (Php 2,500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Establishment of Municipal Public Library. Bids received in excess of the ABC shall be automatically rejected at bid opening.2) The Municipal Government of San Francisco now invites bids for the ESTABLISHMENT OF MUNICIPAL PUBLIC LIBRARY which will involve DEMOLITION, ROOFING, TILE, CEILING, CARPENTRY, PAINTING, DOORS & WINDOWS, AND SCAFFOLDING WORKS. Completion of the Works is required within 120 Calendar days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB).3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (120%) interest or outstanding capital stock belonging to citizens of the Philippines.4) Interested bidders may obtain further information from the Municipal Government of San Francisco and inspect the Bidding Documents at the address given below during Monday to Friday from 8:00AM to 5:00PM.5) A complete set of Bidding Documents may be acquired by interested bidders on October 28, 2026 to and on November 17, 2026 until 12:00 noon from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of (Php5,000.00). 6) The Municipal Government of San Francisco will hold a Pre-Bid Conference on November 5, 2026 at exactly 1:30 o’clock in the afternoon at San Francisco Integrated Transport Terminal Conference Room, Barangay Hubang, San Francisco, Agusan del Sur, which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before November 17, 2026, at 12:00 noon. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.9) Bid opening shall be on November 17, 2026, at 1:30 o’clock in the afternoon at San Francisco Integrated Transport Terminal Conference Room, Barangay Hubang, San Francisco, Agusan del Sur. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.10) The Municipal Government of San Francisco reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
