Description & Project Overview

EXPANSION OF CIM POLINORTE HEADQUARTERS 2.1. Justification of the need for the object This contract aims to meet the operational needs of this Public Consortium of the Polinorte Region and the consortium municipalities, ensuring the expansion of administrative and health activities through the creation of new spaces. The demand arises especially due to the need to expand diagnostic services, which are currently offered exclusively through outsourced companies accredited through CIM Polinorte. It turns out that the consortium municipalities face a repressed demand for MRI exams, computed tomography, mammography, ultrasound, among others, because the accredited companies do not provide enough vacancies for the public sector, as they also serve health plans and private patients. This scheduling limitation generates long queues, significant delays in care and forces municipalities to move patients to larger centers, increasing costs and compromising the effectiveness of primary health care in the public network. The primary public interest lies in maintaining user safety and the efficiency of inter-municipal management. By centralizing demand through the consortium, gains in scale and technical standardization are sought, allowing municipalities with less budgetary and technical capacity to access qualified services. Thus, the proposed model aims to overcome the fragmentation of sporadic hiring, which historically creates greater vulnerability for patients who depend on these exams for early diagnosis of diseases, and also expand the administrative area of the Headquarters, which is already saturated.
