the defense logistics agency (dla) family, morale, welfare, and recreation is issuing a request for quotation (rfq) for non-personal portrait photography services at the defense depot in richmond, virginia. this is a multiple-award, concessionaire-type contract. the contractor will operate the photography service and share a percentage of the gross revenue with the nonappropriated fund instrumentality (nafi).
