Republic of the philippines region ix province of zamboanga del sur pagadian city provincial capitol, pagadian city invitation to apply for eligibility and to bid the provincial government of zamboanga del sur, through its bids and awards committee (bac), invites suppliers/manufacturers/distributors/contractors to apply for eligibility and to bid for the hereunder project: contract ref. no.: goods-cb-2026-77 name of project: purchase of three (3) units service van for the use of the provincial governor’s office to enhance peace and order through improved mobility and response capabilities cy 2026 location: provincial government of zamboanga del sur approved budget for the contract: php 4,710,000.00 source of fund: continuning capital outlay 2025 delivery period: within 30 c.d upon receipt of ntp prospective bidders should have completed a similar single contract with a value of at least fifty percent (50%) of the approved budget for the contract (abc) within five (5) years from the date of submission and receipt of bids. however, in view of the determination by the procuring entity that imposition of the provisions of section 52.4.1.3 of the irr of ra 12009 will likely result to failure of bidding or monopoly that will defeat the purpose of public bidding, the bidder may comply with the following requirements: a) completed at least one (1) similar contract amounting to twenty five percent (25%) of the abc; and b) completed other contracts, whether similar or not, with an aggregate amount of at least twenty-five percent (25%) of the abc. the bac will use non-discretionary pass/fail criteria in the eligibility check/screening as well as the preliminary examination of bids. the bac will conduct post- qualification of the single/lowest calculated responsive bid. all particulars relative to eligibility statement and screening, bid security, performance security, pre-bidding conference, evaluation of bids, post qualification and award of contract shall be governed by the pertinent provisions of r.a 12009 and its implementing rules and regulations (irr). the schedule of bac activities is as follows: bac activities /date /place advertisement / posting of iaeb /september 28-october 05, 2026 /philgeps issuance of bidding documents /september 28 – october 20, 2026 /bac office, second floor, old zamboanga del sur provincial college building, pagadian city pre-bid conference /october 06, 2026 @2:00pm /pgo conference room, second floor, capitol building, pagadian city opening of bids /october 20, 2026 @2:00pm /pgo conference room, second floor, capitol building, pagadian city the bac will issue to prospective bidders checklist of eligibility requirements at the bac secretariat office, second floor old zamboanga del sur provincial college building, pagadian city, upon payment of non-refundable fee for the bidding documents in the amount of five thousand pesos (p’5,000.00). prospective bidders shall submit their eligibility requirements to the bac at the said address starting september 28, 2026 (office hours), until 9:00am of october 20, 2026 for the eligibility screening. they also obtain the results of the eligibility check by the bac at the same address. the pre-bid conference will be on october 06, 2026@2:00pm at pgo
