Print this page E-mail this solicitation to a friend View more listings 20260910 - ICB Operators RFP Susquehanna Regional Transportation Authority York , Pennsylvania Type: Request for Proposals Solicitation ID: 181674 Closing Date: November 30, 2026, 02:00 PM (Eastern) Request for Proposals 20260910 - Intercity Bus Operators RFP The Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit, in consultation with the Pennsylvania Department of Transportation (PennDOT), Bureau of Public Transportation (BPT), is issuing a Request for Proposals (RFP) from qualified intercity bus service providers for the operation of intercity bus services under Pennsylvania's Intercity Bus Program. The Pennsylvania Intercity Bus Program provides funding for regularly scheduled intercity bus service connecting rural and small urban communities with larger population centers and the regional and national intercity bus network. Services provided under this procurement shall comply with applicable Federal Transit Administration (FTA) Section 5311(f) requirements and the requirements established in the RFP. SRTA has identified multiple intercity bus corridors throughout the Commonwealth for potential funding under this procurement. The Harrisburg-Reading-Philadelphia corridor represents an expansion of the Pennsylvania Intercity Bus Program and is a required service corridor under this procurement. Proposers may submit proposals for eligible services as provided in the RFP. The total program allocation available for services under this solicitation is $5,950,000 for the 2027-2028 contract period. This amount represents the maximum funding available through this procurement and does not constitute a guarantee that the full amount will be awarded or expended. Proposed services shall provide meaningful connections with the regional and national intercity bus network and shall meet the service, accessibility, fleet, reporting, performance, and other requirements contained in the RFP. All Proposals and resulting contracts are subject to applicable Commonwealth and Federal laws and requirements and to the applicable financial assistance arrangements between the Federal Transit Administration (FTA), PennDOT, and SRTA. All costs incurred by Proposers in developing responses to this RFP are the sole responsibility of the Proposing firms.
