Recruitment of a Technical Assistance Firm for technical and financial evaluation of selected sub-projects and their business plans

MINISTRY OF AGRICULTURE AND FOOD SOVEREIGNTY ---------- GENERAL SECRETARIAT ---------- MADAGASCAR FOOD SYSTEMS RESILIENCE PROJECT (FSRP) ---------- Credit IDA-71570-MG/Grant IDA-E0830-MG – Madagascar - PPM STEP N° C 30-25 BIS/CN ---------- SELECTION OF CONSULTANTS BY WORLD BANK BORROWERS CALL FOR EXPRESSIONS OF INTEREST No. C 30-25 BIS/CN FOR THE RECRUITMENT OF A TECHNICAL ASSISTANCE FIRM FOR TECHNICAL AND FINANCIAL EVALUATION OF SELECTED SUB-PROJECTS AND THEIR BUSINESS PLANS AS PART OF THE MATCHING GRANT PROGRAM OF THE FSRP PROJECT The Republic of Madagascar received funding from the World Bank to cover the cost of the PROJECT RESILIENCE OF FOOD SYSTEMS IN MADAGASCAR (FSRP) under the supervision of the Ministry of Agriculture and Food Sovereignty (MiASA), and intends to use part of the amount of this credit/donation to make payments under the following contract: “ THE RECRUITMENT OF A TECHNICAL ASSISTANCE FIRM FOR TECHNICAL AND FINANCIAL EVALUATION OF SELECTED SUB-PROJECTS AND THEIR BUSINESS PLANS AS PART OF THE MATCHING GRANT PROGRAM OF THE FSRP PROJECT”. The consultancy services ("the services") have the overall objective of carrying out an independent technical, financial, organizational, commercial and environmental and social evaluation of the sub-project files and business plans submitted for financing within the framework of the Matching Grants program of the FSRP Project, in order to assess their compliance with the eligibility criteria, their feasibility, their viability, their sustainability and their alignment with the objectives of the Project. At the end of each evaluation, the Firm will formulate an independent, documented and reasoned opinion, matched, where applicable, prerequisites to be met before funding is approved.
