Improvement of parks, plaza and monuments itb-2026-xi-02-08 1. the local government unit of sibalom, through the capital outlay 2026 intends to apply the sum three million pesos (php3,000,000.00) being the approved budget for the contract (abc) to payments under the contract for the improvement of parks, plaza and monuments bids received in excess of the abc shall be automatically rejected at bid opening. 2. the local government unit of sibalom, through its bids and awards committee (bac), now invites bids for the improvement of parks, plaza and monuments at barangay district ii, municipality of sibalom, antique. completed contract is required within forty (40) calendar days from receipt of the notice to proceed and/or purchase order. bidders should have completed, within the last ten (10) years from the date of submission and receipt of bids, a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly in section ii (instructions to bidders). 3. bidding will be conducted through competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the implementing rules and regulations (irr) of republic act no. 12009, otherwise known as the new government procurement act (ngpa). bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to republic act no. 5183. interested bidders may obtain further information from the bac secretariat, municipality of sibalom, and inspect the bidding documents at the address given below from 8:00 a.m. to 5:00 p.m., mondays through fridays. 4. a complete set of bidding documents may be acquired by interested bidders beginning october 9, 2026 from the bac secretariat upon payment of a non-refundable fee for the bidding documents in the amount of five thousand pesos (php 5,000.00). the bidding documents may likewise be downloaded free of charge from the philgeps website and the lgu-sibalom website, provided that the bidder shall pay the applicable fee for the bidding documents not later than the submission of its bid. 6. the municipality of sibalom will hold a pre-bid conference on: date: october 19, 2026 time: 2:00 p.m. venue: buruyloganay hall, 2nd floor, municipal building, fenete street, sibalom, antique which shall be open to prospective bidders. 7. bids must be duly received by the bac secretariat through manual submission at the address indicated below on or before: november 2, 2026, 11:00 a.m. late bids shall not be accepted. 8. all bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the bidding documents. 9. bid opening shall be conducted on: date: november 2, 2026 time: 2:00 p.m. venue: buruyloganay hall, 2nd floor, municipal building, fenete street, sibalom, antique bids will be opened in the presence of the bidders' authorized representatives who choose to attend. 10. the municipality of sibalom reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with section 70 of republic act no.
