Description & Project Overview
The Federal Ministry of Labor and Social Affairs (BMAS) is inviting tenders for a research project “Property and climate protection data for social properties”. It aims to collect meaningful nationwide data on the building stock of social service providers in the BMAS's area of responsibility, to estimate the financing needs for investments and to analyze practical administrative hurdles. Social service providers have a very large portfolio of buildings, which they often describe as outdated and in urgent need of renovation. The legally anchored climate goal of net greenhouse gas neutrality by 2045 makes it necessary to renovate these buildings by then so that they no longer emit any CO2. In addition, the new Building Modernization Act sets minimum efficiency standards for non-residential buildings, which must also be adhered to. And finally, these buildings, in which particularly vulnerable groups often spend longer periods of time, must be equipped to combat the consequences of climate change and, in particular, to withstand heat. To date, there is no sufficiently well-founded data on building condition and renovation rates available in a bundled form - also due to the lack of a comprehensive building register. It is neither clear how many buildings there are nor how big or old they are, nor when they were last comprehensively renovated, what type of heating is used and whether the building is rented or owned by the users. The aim of the research project is to close these gaps for the BMAS's area of responsibility and to derive financial requirements for investments from this. In addition to a lack of information about the extent of the renovation and adaptation needs, there is a lack of knowledge about what specific hurdles and challenges exist with regard to the administration and financing of renovations. The question should therefore also be addressed as to how cost bearers determine the economic viability of different investments
