CLEANING SERVICES Default lot
The object of this purchase consists in the purchase of cleaning services in the locations of the contracting authority, by concluding a framework agreement for the period 01.11.2025 - 31.10.2027. The cleaning services will be provided by: - ​​the provision by the economic operator of the human resource, which will carry out the cleaning activities of the spaces; - the provision of materials/solutions, as well as some hygienic-sanitary consumables necessary for the provision of cleaning services; - provision of material resources consisting of equipment/equipment necessary for the provision of cleaning services; - providing professional cleaning services for external glazed surfaces located at high altitudes; - providing professional cleaning services for curtains and draperies; - providing professional flag cleaning services; - providing professional cleaning services for carpeted surfaces; - providing professional cleaning services for surfaces covered with helicoptered concrete. The framework agreement will be concluded with a single economic operator, for a period of 24 months, respectively for the period 01.11.2025-31.10.2027. The framework agreement and subsequent contracts will be concluded with the tenderer whose tender was declared admissible and ranked first following the application of the award criteria. Subsequent contracts will be awarded without re-competition. Each subsequent contract will be concluded within the limits of the existence of budget funds. The invoicing and transmission of tax invoices will be done exclusively through the national electronic invoice system RO e-Factura. Revision clauses Unit prices will remain firm throughout the validity period of the framework agreement, with the exception of the salary costs component, which will be adjusted in case, during the development of the framework agreement, there are legislative changes regarding the increase of the amount of the minimum wage in the economy. The adjustment of salary costs will be made with the difference in the amount between the amount of the increased minimum wage per economy and the amount of the minimum wage per economy considered when awarding the framework agreement. Modification of the framework agreement, respectively of the subsequent contracts can only be done based on art. 221 of L 98/2016. The following situations represent review clauses provided in the award documentation and will apply directly pursuant to art. 221 para. (1) lit. a) of L 98/2016 by amending, as the case may be, the framework agreement/subsequent contracts: 1. The framework agreement/subsequent contract can be modified if, during its development, it will be necessary to introduce a new location where cleaning services will be required as a result of the acquisition, by any means, of the said location by the contracting authority. In this situation, the services will be provided for a larger number of locations, requiring the addition of cleaning personnel, equipment, the provision of additional quantities of cleaning materials/solutions and sanitary supplies and contracted professional services. The determination of the amount of additional services will be done by reference to a location among those for which cleaning services are already provided, corresponding in terms of surface area, taxpayer traffic, number of employees, etc., a situation that will implicitly lead to the increase of the value of the framework agreement/subsequent contract with the value related to the amount of additional services. 2. In the event of the discovery at any time, during the framework agreement/subsequent contracts, by any of the parties of a material error in their content. In this situation, the error in the content of the framework agreement/subsequent contracts will be corrected. 3. The modification of the framework agreement/subsequent contracts will be possible as a result of the intervention of some legislative changes regarding the increase of the minimum wage per economy (guaranteed in payment) considered in the substantiation and calculation for cleaning services. In this situation, the price adjustment of the framework agreement/subsequent contract will be made strictly on the salary costs component and only for the difference in amount between the amount of the minimum wage per economy (guaranteed in payment) increased by the intervention of legislative amendments and the minimum wage per economy (guaranteed in payment) taken into account when awarding the framework agreement. 4. Modification of the framework agreement/subsequent contracts will be possible if, during their development, it will be necessary to eliminate one/some locations where cleaning services were provided as a result of the closure of the respective location/locations. In this situation, the cleaning services related to the framework agreement/subsequent contract will decrease accordingly with the amount of services that will notstill be provided in that/those location/locations, in which case the value of the framework agreement/subsequent contract will also be reduced by the value related to the quantity of reduced services. 5. The removal from the framework agreement of one/some locations and at the same time the introduction of one/some new locations into the framework agreement, which does not lead to changes in service quantities and, implicitly, neither to changes in the value of the framework agreement/subsequent contract. In this situation, only the location change will be reflected. All categories of changes provided for in points 1-5 will be made by concluding an additional act and only under the conditions in which they will not affect the general nature of the framework agreement/subsequent contracts.
