View more listings RFP 816598: Outside Legal Counsel for Transit-Oriented Public-Private Partnership Project CapMetro Austin , Texas Type: Request for Proposals Solicitation ID: 183082 Closing Date: December 09, 2026, 03:00 PM (Central) CapMetro is the regional public transportation authority for the Central Texas metropolitan area and serves the cities and communities within its service area through a diverse network of public mobility services. CapMetro operates fixed-route bus service, Bus Rapid Transit, commuter rail service, demand-response and paratransit services (MetroAccess and Pickup), vanpool programs, Bikeshare, and other mobility initiatives designed to connect residents, employment centers, educational institutions, and regional destinations. As a political subdivision of the State of Texas, CapMetro is governed by an eight-member Board of Directors and is responsible for planning, developing, operating, and maintaining public transportation infrastructure and services throughout Central Texas. In addition to its transit operations, CapMetro owns and manages a significant portfolio of real property assets located throughout its service area, including transit centers, park-and-rides, rail stations, maintenance facilities, rights-of-way, and other strategically located properties. These assets represent an important public investment and provide opportunities to advance transit, housing, economic development, community-serving uses, and long-term ridership growth through transit-supportive development. CapMetro has established a comprehensive TOD program to guide the planning, development, and management of agency-owned and transit-adjacent properties. CapMetro defines TOD as a planning and development strategy that promotes compact, mixed-use, pedestrian-oriented communities centered around high-capacity transit facilities and multimodal transportation hubs. CapMetro’s TOD program seeks to increase transit ridership, create economic opportunity, support housing affordability, strengthen community connectivity, and maximize the public value of agency-owned property. The Contractor will provide ongoing and as-needed legal services necessary to support the full range of activities required for the Project. Services will be provided under the Chief Counsel’s or designee’s general direction and may include coordination with agency staff, outside consultants, and partner jurisdictions.
