Description & Project Overview
Tenders are invited for Assessment of childcare supply and demand in tunisia
Access to affordable, quality childcare is one of the most impactful investments countries can make to strengthen human capital and accelerate gender equality. Evidence shows that well-designed childcare services generate multigenerational returns: they support women's economic empowerment, improve child development outcomes, enhance family well-being, and contribute to broader productivity and economic growth. Yet globally, an estimated 350 million children below primary school age lack access to childcare services, and approximately 606 million women remain unable to participate in the workforce due to caregiving constraints. Closing this gap requires robust, country-level data to inform policy dialogue, public investment, and sector reform.
The World Bank is seeking proposals from qualified data collection firms to conduct a comprehensive mixed-methods data collection exercise in Tunisia as part of a global, multi-country childcare study. The selected firm will be responsible for collecting nationally representative quantitative and qualitative data on the supply and demand of childcare services, in close coordination with the World Bank country team and in partnership with the relevant Tunisian government ministries.
The scope of work includes the following components:
Study design preparation: adaptation of survey instruments to the local context, CAPI programming coordination using Survey Solutions, and development of a sampling plan in accordance with the requirements of the Institut National de la Statistique (INS).
Instrument testing: field testing of quantitative and qualitative instruments.
Data collection: implementation of a household demand-side survey, a supply-side survey of childcare providers, focus group discussions (FGDs) with mothers, fathers, parents of enrolled children, childcare workers, and domestic workers, and key informant interviews (KIIs) with government representatives, experts, and childcare providers.
Data processing: data cleaning, sampling weight calculation, and delivery of fully labelled datasets in Stata format, along with verbatim transcriptions of all qualitative instruments in Arabic or French and English.
Documentary review: a desk review of the regulatory and institutional landscape of the childcare sector in Tunisia.
Regulatory framework advisory: technical assistance to the Ministry of Family, Women, Children and Elderly Persons in informing the development of a regulatory text governing home-based childcare services in Tunisia.
