Invitation to bid supply and delivery of various drugs and medicines for inhalers, suppository, oral and topical preparation for mayor hilarion a. ramiro sr. medical center (mharsmc) itb no. 2026-09-40 1) the mayor hilarion a. ramiro sr. medical center (mharsmc), through the general appropriations act (gaa) fiscal year (fy) 2026 intends to apply the sum of seven million four hundred sixty-eight thousand three hundred two pesos and fifty centavos (php 7,468,302.50) being the approved budget for the contract (abc) to payments under the contract for supply and delivery of various drugs and medicines for inhalers, suppository, oral and topical preparation for mayor hilarion a. ramiro sr. medical center (mharsmc). bids received in excess of the abc shall be automatically rejected at bid opening. 2) the mharsmc now invites bids for supply and delivery of various drugs and medicines for inhalers, suppository, oral and topical preparation for mayor hilarion a. ramiro sr. medical center (mharsmc) in accordance with the provisions of section 12, rule ii of republic act (ra) no. 12009 and its implementing rules and regulations, otherwise known as the "new government procurement act (ngpa),". delivery of the procured items is required thirty calendar days (30) from the receipt of notice to proceed (ntp); staggered delivery is allowed. the expiry must be at least eighteen months (18), if below eighteen months (18) a guarantee letter must be issued. bidders should have statement of single largest completed contract (slcc) within the last two (2) years prior to the deadline for the submission and receipt of bids, which may be either of the following: a. a single contract similar to the project amounting to at least fifty percent (50%) of the total abc; or b. a combination of two (2) contracts completed within the same period, provided that their value is at least fifty percent (50%) of the abc, thus: b.1. one (1) similar completed contract, amounting to at least twenty-five percent (25%) of the abc; and b.2. one (1) completed contract, whether similar or not, amounting to at least 25% of the abc. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii. instructions to bidders. 3) bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the irr of ra no. 12009. i) bidding is restricted to filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to filipino citizens, pursuant to ra no. 5183. 4) interested bidders may obtain further information from mharsmc bac secretariat and inspect the bidding documents at the address given below from 8:00 a.m. to 5:00 p.m from mondays to fridays, except holidays. 5) a complete set of bidding documents may be acquired by interested bidders on september 23, 2026 from the address given below and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount given below: total abc cost of bidding documents
