As part of the implementation of its strategy to reduce the energy deficit at the national level, the Government of the DRC requested and obtained from the International Development Association (IDA) two lines of credit (A and B) to finance the “INGA 3 Project Development Program (PDI 3)”, and intends to use part of this credit to make payments under a contract for the provision of the services of a “Expert consultant in resettlement and social development, member of the Environmental and Social Panel of Experts”. 2. As part of the services, the Resettlement and Social Development Expert will join, as a senior and independent member, the Panel of Environmental and Social Experts (E&S Panel) set up to provide the ADPI-RDC with independent, strategic and technical advice on the management of environmental and social risks linked to the preparation of the Inga-3 Project. The main objective of the mission is to provide independent and high-level expertise on issues of resettlement, land acquisition, social development and management of social impacts associated with the activities of Phase 1 of the PDI3.
