Planning, construction and operation of a gigabit network in the economic gap model of all advertised addresses based on the Gigabit RL 2.0. The subject of this selection process is the award of a service concession for the planning, construction and operation of a gigabit network in the economic gap model in accordance with Section 3.1 of the Gigabit Directive 2.0. The aim of this measure is to provide the expansion areas with gigabit-capable broadband connections with data transfer rates of at least 1 Gbit/s symmetrically for all end users of the advertised addresses in the expansion area, whereby the upload and download rates must at least double. The expansion area of the lots results in detail from the service description (B) and its appendices, in particular the maps of the expansion area (B1, B1.1, B1.2, B1.3, B1.4, B1.9) and the address lists (B2, B2.1, B2.2, B2.9.1, B2.9.2). Reference is made to the information in the supplementary documents for this selection process (see the list in “A-General Conditions of Procedure” Section 4); The following applies in particular: a) Technology neutrality The client makes it clear that this selection process of the gigabit network to be built and operated with bandwidths of at least 1 Gbit/s is symmetrically technology-neutral in the sense of footnote 35 of the State Aid Guidelines EU2013/C 25/02 (Section 3.4 Rn. 78 lit. e), 3.5 Rn. 81) and Section 5 Para. 7 Gigabit-RR takes place, consequently the designation chosen here such as Gigabit network, the designation of the network levels etc., the representation of the network structure and definition of the material concept 5.0.1, point 2, page 5 f. takes over, but this should be seen in the same way when other technologies are used to expand and operate the Gigabit network. b) Establishment and operation of a network for gigabit supply The purpose of the Gigabit Directive 2.0 is to support an effective and technology-neutral gigabit expansion to achieve an ecologically sustainable, secure and high-performance gigabit network in underserved areas. The successful tenderer must plan, build and operate a gigabit network in the expansion area with the defined minimum bandwidths under peak load conditions. This includes both the required passive network infrastructure (e.g. civil engineering services, empty pipes with cables and associated components including shafts, distributors, house connections and network termination devices) as well as the active technology for network operation. Assuming the consent of the property owners, the construction of wired gigabit networks subject to this selection process refers to all network parts, including network termination in the building of each advertised address. c) Funding requirements The Gigabit network construction and its operation must take into account all content and specifications of the Gigabit-RR, the Gigabit-RL 2.0, the notification of a provisional grant as well as its associated additional provisions (BNBest-Gigabit), material concept and specifications for the dimensioning of passive infrastructure, etc. in the version on which this is based. Reference is also made to the applicable legal bases in the appendix “Legal foundations under funding law” (A2).
