Contract Description

Extension of Canteen and All-Day School - Technical Equipment Extension of Canteen and All-Day School - Technical Equipment
In 2024, the municipality of Barsbüttel decided to expand its primary school, the Kirsten Boie School, by adding an open all-day care facility (OGS) including a canteen, a warming kitchen, and rooms for afternoon supervision. For this purpose, a detached new building with 1.5 storeys was planned on the schoolyard. The associated funding application submitted to IB.SH under the all-day expansion programme in Schleswig-Holstein was approved. In order to counteract the acute shortage of space in the schools administrative area (staff room, workstations, offices, etc.), the school expressed a strong wish, following the planning of the canteen and OGS extension, to expand the new building to include these currently missing areas. The municipality of Barsbüttel agreed. During the further planning process, such a high need for renovation was identified in some of the schools existing buildings, also due to a high level of pollutant contamination, that they were classified as due for demolition, and other suitable locations for the new canteen and OGS rooms were favoured. A site near the road in the current Building H10 was suitable for short delivery routes without crossing the schoolyard and for setting up the construction site with significantly less disruption to daily school life. Currently, three classrooms are located in the existing Building H10, which are available to the school for double use in the morning and afternoon. These were included again in the new buildings room programme as replacement space. The plan provides for the three functions – A: Canteen/OGS; B: Administration/School Staff; C: Replacement areas from demolition of existing stock – to be distributed across two storeys within one building. The building is designed as a compact, rectangular structure. A clinker brick façade is planned, based on the materiality of the other school buildings and requirements for robustness. The materials correspond to the standard Barsbüttel school construction standard. This is functional, durable, compliant with the general requirements of the State of Schleswig-Holstein, but also designed to be economical. The façade is based on a strict grid, behind which flexible connection options for internal partitions arise. This allows flexibility for potential future requests for changes by the all-day staff and in the canteen design. The building has no basement. The foundation consists of concrete strip foundations. The envelope and the floor slab are thermally insulated in accordance with the requirements of the current GEG (Building Energy Act). The flat roof is covered with a green roof and photovoltaic areas. Lighting is provided by LEDs. Due to the two-storey building volume, a DIN-compliant lift is planned in the stairwell. All planned doors have the required clear passage dimensions for wheelchair users. Room acoustic measures are intended to enable inclusive use of the canteen. For other disabilities, e.g. blind and visually impaired persons, orientation aids using colours and strong contrasts are planned. A wheelchair-accessible, barrier-free WC is provided in the canteen WC block. Building H10 has already been vacated and largely gutted. Furthermore, premature demolition is to take place. The costs of Cost Group 400 are estimated at approx. €1,087,187 net. The planning services for Technical Equipment pursuant to § 55 HOAI, System Groups 1-5 and 8, Service Phases 1-9 are put out to tender. The above total costs are to be understood as upper limits to which the services in all service phases must be aligned. The award of planning services pursuant to HOAI takes place in stages. For this purpose, firms are invited to participate in the competition who cover the aforementioned scope of services and have realised comparable measures in the past. The following procedure will be conducted: In Phase 1, potential applicants are invited to submit their applications to participate.together with the required evidence. In Phase 2, the received participation requests will be examined and the number of admitted applicants will be limited. The applicants of Phase 2 will be separately invited to a negotiated procedure.
