This mission aims to provide operational and methodological support to the Project Owner (MOA), the Project Manager (CDP) and the various project managers of the Auvergne Rhône-Alpes Projects Center (PP AuRA). The incumbent will work on a portfolio of multi-technical projects (Track, Catenary, Signaling, Structures) located mainly in the South-East Engineering zone. The mission is based in Clermont-Ferrand, with travel to be planned in the South-East territory and occasionally in Île-de-France. Project Steering and Management • Document management: Initialization and updating of Project Management Plans (PMP) and maintenance of the project log via the SEISM tool. • Planning: Development and monitoring of study and implementation schedules, interfaced with the COPLANN tool. • Financial monitoring: Control of project costs and MOE (Gérémi tool), monitoring of orders, invoicing and updating of the budget table. Support for Administrative and Environmental Procedures • Carrying out administrative diagnoses and preparing files (public inquiries, land affairs, noise orders). • Relations with State services (DREAL, ARS, DIRECCTE) and local authorities. • Management of specific services: CSPS (skills analysis, PGC) and Fauna/Flora diagnostics. Technical management and data acquisition • Development of specifications for network, asbestos, lead and chemical characterization of ballast diagnostics. • Coordination of interventions on the National Rail Network (RFN) in conjunction with INFRAPOLE for the programming of security resources. Preparation of Rail Production • Rail capacity: Assembling requirements for capacity reservations (RP0, RP1, RP3 process). • Provision: Management of the transfer process to maintainers and operators (establishment of minutes, signature circuit). Assistance to Contracts and Works • Support in the drafting of works contract documents and analysis of offers. • Monitoring of MOE services (internal or external): traceability of exchanges, visas, and management of DOEs. Communication and Reporting • Preparation of project reviews (regional issues) and animation of progress meetings. • Support to the communications department for press reviews and events on operations.
