Description & Project Overview
Tenders are invited for Regulatory and institutional review of rwanda’s industrial parks and special economic zones
The World Bank is supporting the Government of Rwanda in strengthening the legal, regulatory, institutional, and operational framework governing industrial development, industrial parks, and Special Economic Zones (SEZs), with particular attention to competitiveness, investment promotion, sustainable industrialization, and green growth.
To support this objective, the World Bank seeks a qualified consulting firm to undertake a comprehensive assessment of Rwanda's industrial parks and SEZ program and review the associated regulatory and institutional framework. The assignment will establish an evidence-based baseline of the current system, assess the performance and management of industrial parks and SEZs, identify regulatory and institutional constraints, evaluate the integration of sustainability and green-growth considerations, and develop practical recommendations to enhance effectiveness, investor attractiveness, and developmental impact. A high-level overview of Rwanda's industrial sector, drawing primarily on existing data and studies, will provide broader context for the assessment.
Over a period of five months, the selected firm will undertake a combination of desk research, field assessments, stakeholder consultations, firm-level engagement, data analysis, validation workshops, and ongoing coordination with the World Bank Group and relevant Government counterparts, including the Ministry of Trade and Industry (MINICOM).
