The procedure takes place as a negotiated procedure with public notice. The award is made as a partial award/lot-wise award (regional lots) to a maximum of 3 framework agreement partners per lot in order to ensure security of supply. The subject of the service includes, in particular, the provision of professional personnel services in the area of ​​non-profit temporary employment, in particular for the temporary employment of employees for the kitchen and buffet areas. This includes all administrative, organizational and quality assurance activities that are necessary for the proper implementation of the transfer. The service is not profit-oriented and takes place as part of labor market policy measures that are promoted by the Employment Service (AMS) and/or states. The central goal is the sustainable integration of the transferred employees into the labor market and the possible transfer into a direct employment relationship with the employing company.
