The defense logistics agency (dla) is issuing a request for proposal (rfp) for cafeteria & food truck services. this is a concessionaire-type contract where the contractor will operate two cafeterias and a mobile food truck, paying the nonappropriated fund instrumentality (nafi) either a monthly concessionaire fee or a percentage of gross sales, whichever is greater. the nafi will not pay for these services.
