Invitation to bid infrastructure / civil works construction of one (1) unit three (3) storey dormitory building at clsu employees ville, brgy. bagong sikat, science city of muñoz, nueva ecija reference no. r3-2026-i-02 1) the national housing authority - region iii bids and awards committee (robac 3), through the clsu trust fund intends to apply the sum of ₱ 22,500,000.00 being the approved budget for the contract (abc) to payments under the contract for construction of one (1) unit three (3) storey dormitory building at clsu employees ville, brgy. bagong sikat, science city of muñoz, nueva ecija. bids received in excess of the abc shall be automatically rejected at bid opening. 2) the nha through the region iii bids and awards committee (robac 3) now invites bids for the hereunder works: name of contract: construction of one (1) unit three (3) storey, dormitory building at clsu employees ville, brgy. bagong sikat, science city of muñoz, nueva ecija reference no.: r3-2026-i-02 location: clsu employees ville, brgy. bagong sikat, science city of muñoz, nueva ecija abc: ₱ 22,500,000.00 source of fund: clsu trust fund contract duration: 250 calendar days required pcab license: small b category c & d bidders should have completed a contract similar to the project. the description of an eligible bidder is contained in the bidding documents, particularly, in section ii (instruction to bidders). 3) bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the irr of ra 120009, otherwise known as the “new government procurement act (ngpa)”. bidding is restricted to filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the philippines. 4) interested bidders may obtain further information from robac 3 and inspect the bidding documents at the address given below from 9:00am to 4:00pm at 4th floor, nha region iii office, diosdado macapagal government center, brgy. maimpis, city of san fernando, pampanga from 8:00 a.m. to 4:00 p.m. during weekdays. the robac 3 secretariat maybe contacted at tel. no.: or through nha.robac3@gmail.com. 5) a complete set of bidding documents may be acquired by interested bidders starting on october 7, 2026 (wednesday) (9:00 a.m. to 4:00 p.m.) until 9:30 a.m. of october 27, 2026 (tuesday), before the deadline of the submission and opening of bids at the 4th floor, nha region iii office, diosdado macapagal government center, brgy. maimpis, city of san fernando, pampanga and upon payment of the applicable fee for the bidding documents, pursuant to the latest guidelines issued by the gppb, in the amount of ₱ 22,500.00 at the cashier it may also be downloaded free of charge from the website of the philippine government electronic procurement system (philgeps) and the website of the procuring entity, provided that bidders shall pay the applicable fee for the bidding documents not later than the submission of their bids. 6) the robac 3 will hold a pre-bid conference on october 15, 2026 (thursday) 9:30 a.m. at the 4th floor, nha region iii office, diosdado macapagal government center, brgy. maimpis, city of san fernando, pampanga which shall be o
