Vaxholm municipality (hereinafter referred to as the municipality) invites suppliers to submit tenders regarding a learning platform (lms) containing standardized training for microsoft 365 as well as other commonly occurring lms functions.
scope and extent of the assignment
the solution shall be cloud-based (saas), enable in-house content production within the operations, and be able to function as a basis for a self-service portal. it shall be possible to access other organizations' ready-made training courses and to make these available in the lms. the system shall be usable by vaxholm municipality's approximately 800 users. the system shall also support external users, so that they can access certain targeted e-learning courses. examples of external target groups may include consultants, future employees, guardians, associations wishing to apply for grants, and residents who want to understand, for example, the building permit process.

contract period
a contract is intended to be signed with one (1) supplier. the contract period is two (2) years, with the possibility for the municipality to unilaterally extend the contract three (3) times by an additional one (1) year, on unchanged terms. the maximum contract period thus amounts to five (5) years. the assignment commences on 2026-10-01, unless otherwise agreed in writing between the parties.
procurement procedure
the procurement is conducted as a targeted direct procurement in accordance with chapter 19a of the public procurement act (2016:1145) (lou).
