The main object of the contract concerns the work necessary to move towards compliance with the Émeraude collection system, as well as securing the transfer of effluent from the right bank to the left bank. The works of this contract are as follows: - Creation of a storage and restitution basin of 25,000 m3 (named Pasteur basin) located at the Jean-de-Verrazane garden on the right bank of Rouen, including technical room (screening, pumping, deodorization), and connections to the associated networks; - Creation of a crossing of the Seine located to the right of the future Pasteur basin over a length of approximately 340m (depending on the location of the wells) to be connected on the right bank to the basin and to be connected on the left bank to the two outfalls; - Creation of a crossing of the Seine located near the William the Conqueror bridge in Rouen over a length of approximately 320m, including wells, technical room on the right bank and associated connection networks. This “GLC” crossing includes one or two sanitation pipes and two AEP pipes. On the left bank, connections are planned on the existing Siphon connections; - Completion of phase 2 of the doubling of the outfall over a length depending on the routes of 2.2 to 3.3km, its connection to the Émeraude STEP and the associated lifting system. The services are divided into 1 firm tranche and 3 optional tranches detailed in the consultation regulations.
